In October 2021, Luxembourg legalised adult-use cannabis and the home cultivation of cannabis; however, it took almost two years for lawmakers to publish rules regarding the number of approved plants that one can cultivate, as well as setting personal possession limits.

On 17 July 2023, Luxembourg adopted the 2023 Law, an amendment to the 1973 Law, which established a new framework for adult-use cannabis.

However, it must be noted that cannabis plants may not be visible to the public, nor may a person consume cannabis in public. It is also an offence if a person consumes cannabis in front of a minor. If a person is found to transport, possess, or acquire cannabis of 3 grams or less, they may be issued a €145 warning and potentially a criminal fine ranging from €25 – €500. If a person exceeds the 3-gram limit, they may face prison sentences (8 days to six months) and/or fines ranging from €251-€2,500.
