Following the adoption of the new cannabis regulations on 1 April 2024, Germany’s medical cannabis market has undergone explosive growth, with new market structures developing. In parallel to the medical overhaul, adult-use cannabis cultivation associations have been established in various federal states in Germany. Uncertainty now surrounds the adult-use pilot programmes, intended to be rolled out as part of the second pillar of the country’s cannabis legalisation framework, following the conservative CDU/CSU party coming into government.

The Swiss adult-use trial programme is in full swing, with seven active trials ongoing across the country. Full results from the trials have not been published, but preliminary signs are positive. A proposal for full legalisation for the production and sale of adult-use cannabis in Switzerland is in early stages of development, having been adopted by the National Council. A preliminary draft of the new law will be drawn up in the coming months.

Medical cannabis production is ramping up across Europe, with countries including the Czech Republic, Denmark, Spain, Portugal and North Macedonia seeing significant cultivation and export quantities. Furthermore, Germany and the UK are quickly becoming European powerhouses in the manufacturing and processing of medical cannabis extract products. Following years of medical cannabis pilot programs in Denmark and France, both countries are now concretely moving towards establishing permanent medical cannabis frameworks within their respective healthcare systems.
